Maureen Dea, Esquire - Chair
Maureen is the supervising attorney at the Medicare Part D Appeals Unit of Legal Services (LSE) for the Elderly of Maine. She has held this position since 2006, when Medicare Part D began and the State of Maine asked LSE to set up a Unit to help low-income Mainers who had trouble getting their medications through Medicare Part D. The Unit, comprised of four Appeals Specialists as well as Maureen, provides statewide help to people on limited incomes who cannot afford or obtain their prescription drugs through Medicare.
Maureen graduated from the University of Maine Law School in 1986. She subsequently represented injured employees in their workers compensation cases and became a partner at the McTeague Higbee law firm in Topsham, Maine. Prior to law school, she was a reporter for the Associated Press, based in Augusta.
Gisele M. Michel - Vice-Chair
Gisele M. Michel is the Managing Partner of Icatalyst Consulting (Icatalyst), a full service management consulting firm advising clients, businesses, and governments, on issues of leadership development, interim transition management, executive transition, change management, capacity building, process facilitation and organizational development. Icatalyst and its associates have successfully helped to advance client projects both domestically and internationally including Washington D.C., South Florida, Minnesota, Massachusetts, Northern Ireland, Liberia, France, and Haiti.
Gisele has an undergraduate degree in International Relations from George Washington University and a master's degree with a concentration on East European Studies and Political Economy from the University of Pittsburgh. She is multilingual, multicultural with broad-based experience and training in organizational development, strategic planning, resource development and management, contract and budget management, negotiation, mediation, public relations, and public policy and administration.
Penny Lauricella - Secretary Clerk
Penny Lauricella is President and CEO of Appellation Consulting, a North Carolina based consulting firm that specializes in helping mission driven organizations and leaders clarify their primary purpose, align efforts and resources with desired impact.
With over 20 years of experience in nonprofit leadership and philanthropy, Penny also served 8.5 years as Executive Director of Pretty In Pink Foundation, a breast cancer nonprofit that provides financial assistance to uninsured and underinsured patients for treatment in North Carolina.
With a passion for community engagement, Ms. Lauricella serves on the boards of various nonprofit organizations, is a passionate speaker, popular facilitator and trainer.
Penny received her bachelor's degree from North Carolina State University and a master's degree in Healthcare Administration from The University of North Carolina at Chapel Hill.
Donald Maier, M.D. - Treasurer
Don is the former Director of the Division of Reproductive Endocrinology and Infertility at the University of Connecticut Health Center. He graduated from Haverford College and Hahnemann Medical College, and subsequently trained in obstetrics and gynecology at Thomas Jefferson University Hospital and in reproductive endocrinology and infertility at Duke University Medical Center. He was at the University of Connecticut from 1984 to 2008 and is now an emeritus professor. He moved to Rockport, MA in 2008 and has been a volunteer at NeedyMeds since 2009.
Frederick Cowan - Chair
Frederick, a Gloucester resident, has a long history of service in board management, grass roots organizations and local government. On his lengthy list of organizations that he has helped guide, including AIDS Action Committee in Boston, are his current commitments to the Gloucester, MA Board of Health and the Council on Aging. He has been a strong advocate and supporter of many activist and volunteer groups.
Amy serves as Vice President, External Affairs at the Patient Access Network (PAN) Foundation, a leading national independent organization providing copay financial assistance to people who are underinsured. In this capacity, she oversees alliance development with patient and professional groups and the Foundation's advocacy and public policy initiatives. Before joining the PAN Foundation, Ms. Niles served for eight years as Chair, Medical Relations and Advocacy for the Together Rx Access program, a prescription savings program for the uninsured. Prior to that, she was President and CEO of the National Women's Health Resource Center, now known as Healthy Women, for more than a decade. She began her career in hospital administration.
Amy has a Master of Business Administration degree from Baruch College, City University of New York, and an undergraduate degree in Biology from the University of Rochester.
Darryl Munden is President of Rx Outreach, Inc., the nation's largest non-profit, fully licensed mail order pharmacy and patient assistance program. From October 2010 until he assumed his current position in January 2016, Darryl served as Chief Operating Officer of Rx Outreach with responsibility for leading all aspects of production operations. Darryl has more than 25 years of progressively responsible experience at Anheuser Busch and Express Scripts.
Darryl holds a Bachelor of Science in Management Information Systems from Old Dominion University and an MBA from Webster University. Prior to beginning his career in Corporate America, Darryl served as an officer in the United States Army. His tenure in the army was distinguished by the receipt of multiple achievement awards and his serve in Operation Desert Shield and Desert Storm.
