The NeedyMeds Board of Directors

Roberta Downey
Ms. Downey graduated with a B.A. in History from the City University of New York and a Masters Degree in Public Administration from the University of Maine. She joined the Eastern Agency on Aging in 1980 and was named Executive Director in 1992.

She serves on the Advisory Council to the University of Maine Center on Aging, the University of Maine School of Social Work, University of Maine School of Public Administration and the Merrill-Merchants Bank Community Reinvestment Committee. She is also Treasurer of the Maine Gerontological Society, a founding member of the Coalition for a Maine Aging Initiative, a member and past Chairman of the Joint Advisory Committee on Selected Services for Older Persons and of the Maine Association of Area Agencies on Aging.


Libby Overly, M.Ed., MSW
Ms. Overly, who is one of the two founders of NeedyMeds, has a background in counseling and social work. She has a M.Ed. in community agency counseling from the University of Maine and an M.S.W. from the University of Southern Mississippi.

She is an accomplished writer and has worked as a mental health therapist and a medical social worker in a variety of settings. She has worked as a national advocate for a leading senior citizens association and has expertise in a number of areas including prescription drug access and legislative initiatives, Social Security and Medicare policy, long-term care, and grassroots advocacy. She is licensed clinical social worker in Maryland, where she is currently working with the Hospice of Baltimore.


Susan M. Proulx, Pharm.D.
Dr. Proulx, has been President of Med-E.R.R.S (Medical Error Recognition and Revision Strategies) since March, 2000. She earned both a B.S. in Pharmacy and Pharm.D. degrees from Northeastern University in Boston, MA and completed an ASHP Residency at the Veterans Administration Medical Center in Philadelphia, PA.

Her previous professional experience includes both community and hospital pharmacy practice with eight years affiliation with the Medical College of Pennsylvania and its hospital in clinical and program director positions. Prior to joining ISMP in 1995 as Vice President, Operations, Dr. Proulx was a Pharmaceutical Consultant, as well as Director of Business Development for ADIS International. She is a preceptor for students from the University of the Sciences in Philadelphia and Temple University, School of Pharmacy.


Richard J. Sagall, MD
Dr. Sagall, one of the founders of NeedyMeds, is a board certified family physician. He is a graduate of Antioch College, Yellow Springs, Ohio, and the Medical College of Ohio at Toledo, Ohio. He graduated from the Family Practice Residency Program at the Eastern Maine Medical Center, Bangor, Maine. Dr. Sagall had a practice in Bangor for 15 years combining family practice and occupational medicine. In 1997 he relocated to Philadelphia to pursue a full time career in occupational medicine.

Carol Walters
Carol Walters, Director of Mercy WorkCare, is a native of Michigan. She began her healthcare career there in dentistry, completing DAU training at The University of Michigan School of Dentistry in 1969. A relocation to Muskegon, Michigan allowed her to accept a position as teacher and administrator of Muskegon County Community College's Dental Assistant Program, where during her tenure the program advanced to receive accreditation from the American Dental Assistants Association.

Four years as Manager of Hackley Hospital's occupational health program led to a similar position with Hahnemann University Hospital, as Director of their occupational health program and employee/student health services, where she worked for nearly 10 years, prior to accepting a position with the Mercy Health System in 1998. While at Mercy she has held the title of Regional Manager, responsible for up to 5 sites, and currently is serving as Director of Mercy WorkCare at Mercy Hospital of Philadelphia.
